“Thank you” doesn’t pay the bills

The Government of Switzerland in collaboration with the Equal Pay International Coalition (EPIC), organized a virtual side event on March 17, 2021 on the margins of the 65th Commission on the Status of Women (CSW65).

Representatives from governments, employers’ and workers’ organizations, as well as international organizations highlighted issues that widen the gender pay gap and shared practical solutions in addressing these issues. During the discussion, panelists highlighted the fact that the gender pay gap was even greater for women who suffer from intersecting and multiple discrimination, such as migrants, ethnic minorities, and women with disabilities. They also emphasized the following as key contributors to the gender pay gap:

Under representation of women in leadership positions;

Over representation of women in undervalued and unpaid sectors, such as health care, social work, and elderly care, and its resulting economic insecurities; and

Lack of accessible, affordable and high quality care infrastructures.

On reducing the gender pay gap, several recommendations were made, including the importance of:

Strong political will, and collaboration between the social partners and stakeholders from the public and private sectors;

Sharing of experiences across countries, creating accessible, affordable and high quality care infrastructures including childcare facilities, and facilitating flexible working arrangements, including the introduction of parental leave;

Collective agreements, wage transparency policies, reporting tools, audits, and gender-disaggregated statistics;

Combatting gender stereotypes, masculinity norms, and protection against sexual harassment.

EPIC launches a global database on equal pay legislation

On the 17th of March 2021, the Equal Pay International Coalition (EPIC) launched its Equal Pay Around the World Database. The database is a repository of national legal and policy resources. It provides information on countries’ obligations to international treaties, their equal pay legislation, whether they have transparency and minimum wage policies in place, information on their collective bargaining frameworks and other relevant information on national plans and legal reforms.

The database is the result of an extensive research and validation process conducted by the ILO for EPIC. The database currently includes information on more than 106 countries, but work is ongoing to have additional countries uploaded as soon as possible.

The database will monitor progress on equal pay legislation and highlight legislative trends and standard policy approaches to pay equity.

CSW Side Event: Inspiring private sector companies to tackle the gender pay gap

Side Event on Achieving equal pay for women and men at the 65th Commission on the Status of Women (CSW65)

Equal pay for women and men is a crucial step toward achieving gender equality. Sustainable Development Goal 8 on decent work and economic growth calls on the global community to do its part to achieve full and productive employment and decent work for all. The UN Global Compact and the Equal Pay International Coalition (EPIC) organized a side event on 16 March 2021, on the sidelines of the Commission on the Status of Women, and under the umbrella of Target Gender Equality Live. The event entitled Achieving equal pay for women and men aimed to inspire and engage business and other stakeholders to take concrete action to advance gender equality. It also sought to help to build private sector support and momentum in advance of the Gender Equality Fora taking place later this year.

Side Event organized by the Government of Switzerland in collaboration with the Equal Pay International Coalition (EPIC) at the 65th Commission on the Status of Women (CSW65)

The sixty-fifth session of the Commission on the Status of Women will take place from 15 to 26 March 2021. In light of the evolving COVID-19 situation, and taking into account the latest guidance from the United Nations Secretary-General and the World Health Organization (WHO), CSW65 will take place in a hybrid format with mostly virtual meetings.

Switzerland is organizing an online side event together with the Equal Pay International Coalition. The event will provide an opportunity to amplify interest in innovative and practical solutions and in promising global initiatives to reduce the gender pay gap, also in times of crisis. Special guests will engage in an interactive discussion to advance equal pay for work of equal value globally and take tailored action at country level. Canada to take on role of Chair of the EPIC Steering Committee - Highlights from the 4th Steering Committee

At the annual EPIC Steering Committee meeting, Canada agreed to take the role of Chair of the EPIC Steering Committee from January 2022. Representing the out-going Chair Switzerland, Sylvie Durrer thanked the members of the Steering Committee for the trust placed in her over the past three years and looks forward to supporting Canada as it transitions into its new role.

The meeting was also an opportunity for the Secretariat and Steering Committee members to share updates since the last Committee meeting in Berlin, in February 2020. The Secretariat announced the addition of 11 new Coalition members and provided information on the successful celebrations to mark the 1st ever International Equal Pay Day on 18th September 2020. Members shared many interesting initiatives and good practices on closing the gender gap in their countries and organizations, discussed the idea of expanding EPIC’s outreach, and explored the synergies with the Generation Equality Action Coalitions. Key discussions also focussed on setting the work plan and priorities for the EPIC Secretariat for the coming year.

At the end of 2019 Confederation of Employers of Ukraine (hereafter – CEU) joined Equal Pay International Coalition and became the first organization from Ukraine and the first EO in the world, affiliated to EPIC. As a part of its commitment, arising from EPIC membership and in cooperation with ILO Project on Wages “Technical Assistance on Wage Arrears, Minimum Wages and Equal Pay for Ukraine”, CEU has developed a Code of practice for employers to promote equality and non-discrimination at work in Ukraine, presentation of which will take place next Monday, 1 March from 11:00 till 12:30 EET using Zoom platform. ILO launches report on the Migrant Pay Gap

Understanding wage differences between migrants and nationals analysing how migrant wages have evolved in 49 countries before the COVID-19 Pandemic

Labour migration can be an important vehicle for development, when it is fair, well-governed and allows migrant workers to access decent work. The world counts an estimated 164 million migrant workers, almost half of them women. They comprise 4.7 per cent of the global workforce and contribute enormously to societies’ growth and development.

Yet, migrant workers are too often treated unfairly and unequally in the labour market. The COVID-19 crisis threatens to further increase inequalities and labour market differences between migrant workers and nationals, for example with respect to access to employment, types of work, working conditions or skills development opportunities, which may in turn further deepen migrant pay gaps.

The publication which was launched by the International Labour Office in December 2020, analyses how migrant wages have evolved in 49 countries before the COVID-19 Pandemic. The report details the difficulties faced by migrants in receiving the same pay as nationals. It examines gender discrimination affecting women migrants and the difficulties migrants have in getting a job that corresponds to their level of education. It also includes first indications of the impact of the COVID-19 crisis on migrant workers. It as well provides an important way forward by showing how to measure working conditions, especially wages, of migrant workers, on the basis of which we can identify the extent of the problem, and define the appropriate measures.
