Section 36 of the Constitution of the Kingdom of Cambodia stipulates that Khmer citizens of either sex shall receive equal pay for the same work and provides no such provision pertaining to non-Khmer citizens. 1997, Labour Law, Section 1(4) "This law shall not apply to: a) Judges of the Judiciary. b) persons appointed to a permanent post in the public service. c) personnel of the Police, the Army, the Military Police, who are governed by a separate statute. d) personnel serving in the air and maritime transportation, who are governed by a special legislation. These workers are entitled to apply the provisions on freedom of union under this law. e) domestics or household servants, unless otherwise expressly specified under this law. These domestics or household servants are entitled to apply the provisions on freedom of union under this law." (unofficial translation) According to Section 3 of the Law on Minimum Wage, workers not covered by the Labour Law are also not covered by the Law on Minimum Wage.
1997, Labour Law, Section 102 "For the purposes of this law, the term "wage", irrespective of what the determination or the method of calculation is, means the remuneration for the employment or service that is convertible in cash or set by agreement or by the national legislation, and that shall be given to a worker by an employer, by virtue of a written or verbal contract of employment or service, either for work already done or to be done or for services already rendered or to be rendered."

Law on Minimum Wage from 2018 provides in Section 4 that "A wage shall be at least equal to a minimum wage which is the statutory lowest wage and is determined by Prakas of the Minister of the Ministry in Charge of Labour." (unofficial translation) The Kingdom of Cambodia also sets a minimum wage for workers in garment and footwear industries. Prakas No. 303/20 from 10 September 2020 on the Minimum Wage Determination for Workers in Textile, Garment and Footwear Sectors for 2021, the minimum wage of workers in the textile, garment and footwear industries is US$192 per month.
